WEST CHESTER — A West Chester man was arrested after investigators found him in possession of thousands of images and videos depicting child sexual abuse, a loaded handgun, forged military papers and drugs.
Carlin Alexander, 32, who lives in an apartment on South Street in West Chester, was charged with multiple counts of dissemination and possession of child pornography, person not to possess firearms, misrepresentaton of military service or honors, tampering with physical evidence and other offenses.
Carlin was arrested Aug. 12 by Chester County Detectives and West Chester Police following an investigation into child pornography that began earlier this year with tips from the Internet Crimes Against Children Task Force received from the National Center for Missing and Exploited Children.
During their probe, Chester County Detectives received information indicating Alexander was in possession of numerous images and videos depicting child sexual intercourse at his home in West Chester.
When investigators executed a search warrant of the defendant’s home on South Church Street, among the items recovered, were a cell phone, tablet, laptop, hard drives, and computer equipment.
But many of the items authorities seized had been remotely reset to factory settings, thereby erasing the images and videos. Nevertheless, the Chester County Computer Forensic Unit retrieved thousands of child pornography images from the recovered devices. Further information indicated that Alexander was disseminating child sexual abuse materials via social media platforms as well.
“We are seeing far too many cases of child sexual abuse in Chester County, including child pornography, and the people who engage in these horrific criminal acts will be prosecuted to the fullest," said Chester County District Attorney Deb Ryan. "These child victims were sexually abused and now those images are used to reoffend and re-traumatize these innocent victims. The defendant not only distributed and possessed child sexual abuse materials, but dishonored our U.S. military by forging military service documents in an attempt to cover-up a dishonorable discharge. We will get justice.”
Investigators recovered a loaded Ruger .380 handgun with six rounds in the magazine from the nightstand in a waistband holster. Two boxes of .380 ammunition were also seized.
Also found in the apartment was a jar containing marijuana along with three small smoking glasses. The marijuana was field tested and came back positive.
During the search, investigators found forged military service documents. One showed a dishonorable discharge as a Marine corporal. A Marine dress uniform with a rank of sergeant was displayed in Alexander's living room.
Alexander's criminal history includes felony and misdemeanor convictions for impersonation of a police officer relating to the use of red and blue lights causing motorists to stop or yield, which resulted in jail time.
Investigators also found, but did not seize, letters addressed to Alexander indicating that his attempt to gain a license was denied due to his felony and misdemeanor convictions for impersonating a police officer.
The computer devices seized were examined by Chester County Detectives and on them were videos and images of male and female children under the age of 12 engaging in sex acts with other children and with adults.
Alexander was arraigned before District Court Judge Marian Vito and was remanded to Chester County Prison on $130,000 cash bail. Chester County Detectives are investigating.
