An armed man claiming he worked for the president came to the Clay County Sheriff's Office to make "a citizens arrest" of Sheriff Michelle Cook, according to his arrest report.

After a scuffle with deputies outside the Sheriff's Office, 55-year-old Robert Thomas Abel of Green Cove Springs was taken into custody on charges of threatening a public servant, carrying an illegal firearm and resisting arrest. He remained in jail Wednesday on $75,000 bail following his Sunday arrest, the Sheriff's Office said.

He showed up in a red pickup truck wearing a green Army polo shirt, camouflage pants and tactical boots, with a .40-caliber handgun visible in a shoulder bag, the report said. Confronted by the deputies, he resisted attempts to disarm him until the gun was confiscated along with more ammunition in the bag.

A search of the pickup revealed a bulletproof vest, more ammunition and some ready-to-eat soldier meals, the report said.

"The incident Sunday morning is yet another example of the dangers law enforcement officers face every day," Cook said. "I am extremely thankful that none of my deputies were injured as this could have had a much more tragic ending."

Disgruntled resident goes too far

The case began Friday when Sheriff's Office dispatchers received a phone call from a man saying he had a meeting with the sheriff on Sunday, according to the arrest report. Identifying himself as W. Gar, he said he worked for the president and that the sheriff would be in her office by 9 a.m. on Sunday or "there would be hell to pay."

The caller demanded that Cook put a letter of resignation on her desk or he would arrest her for "abandoning her post," the report said. During the phone call, he also referred to himself as "Abel Rob." Investigators found someone with a similar name who had been the victim of reported home burglaries in 2021.

Deputies were on hand Sunday morning in front of the Sheriff's Office in case this person showed up. And just before 9 a.m. Abel pulled into the parking lot at the main entrance and was arrested, the report said.

In addition to his statements about making a citizen's arrest and working for the president, he also said he wanted to meet the sheriff to talk about the previous burglaries.

Abel has no previous arrest record in Clay County.
